Hungary's 27% sits alongside one of Europe's lowest corporate tax rates, at 9% — a deliberate shift from taxing profits, which can move abroad, towards taxing consumption, which cannot. The cost is borne unevenly: poorer households spend a larger share of their income, so a consumption tax hits them hardest. source
