Negative policy rate
A policy rate set below zero, so that banks pay the central bank for at least part of the money they hold with it instead of earning interest on it.
Negative reserve rate
A rate below zero charged only on some of the money banks hold at the central bank, such as reserves above a quota, while the rate the bank names as its policy rate stays at or above zero.
