The UK government has brought 17 businesses into public ownership since 2000. Twelve are train operators, and British Steel was nationalised in July 2026.
2 + 6 + 6 + 3: two rail infrastructure bodies, six train operators taken over when contracts failed, six more under the 2024 Act, and three in energy and steel.
The bodies behind the track rather than the trains: the national network after Railtrack, and the builder of the Channel Tunnel high-speed line.
Each franchise was ended early or not renewed and a state-owned operator of last resort stepped in.
Taken over as each private contract expired, under the Passenger Railway Services (Public Ownership) Act 2024, ahead of Great British Railways.
Bought or taken outright to secure strategic capability: defence forgings in Sheffield, Britain's electricity system operator, and the Scunthorpe blast furnaces.
